31a - Fee for Parking Violations and Specific Other Offenses
A fee under ยง 31 shall be imposed by the police. The King may give other public authorities similar authority to impose such fees.
After consulting with the relevant police chief, the King may issue regulations stating that the authority granted to the police under this paragraph may also be exercised by the municipality. The King may issue regulations regarding the implementation of such arrangements and how municipal fees collected should be used.
If the imposed fee is not paid within three weeks after it has been levied, the fee will be increased by 50 percent. This applies even if the fee is appealed.
Imposition of a fee may be appealed to the district court within a set deadline. If an appeal is made after the deadline, it shall be dismissed unless the court finds that the delay is not the fault of the owner or user of the vehicle, and the appeal was made as soon as possible. The court may annul the imposed fee if it finds that the conditions for imposition were not met. The decision shall be made by order and may be appealed. The imposition of a fee cannot be challenged during the compulsory collection of the fee.
The imposed fee and any additional fee may be collected according to the rules in ยง 38, fourteen days after the notice of collection has been delivered to the owner of the vehicle.
The King shall determine the amount of the fee and issue detailed regulations regarding the imposition and collection of fees, payment and appeal deadlines, and the processing of appeals.
