Driver's license-related training for a fee may only be provided by public schools and approved enterprises with certified driving instructors and an approved educational leader. Those who are to be approved as driving instructors must submit a standard police certificate showing that they are fit for the task.

The Ministry may, by regulation:

Provide rules regarding the approval and operation of businesses under the first paragraph, make exceptions to the requirement for approval under the first paragraph, and establish detailed rules for the implementation of driver's license-related training, including setting limitations on which classes and subjects training can be offered within.

b. Set requirements for those providing training for a fee and for those responsible for educational content, including conditions for approval, requirements for age, education, driver's license, sobriety, and health, additional requirements for teaching certain classes, subjects, or tasks, as well as requirements for re-approval and further education, and establish transition arrangements.

c. Provide rules for supervision of approved training, including requirements for the supervisory authority and inspection personnel, as well as the obligation of the subject of supervision to cooperate.

d. Provide rules for orders to correct and suspend operations, warnings, and revocation of approval, coercive fines, and the interruption and rejection of training, including that teaching in public schools may be interrupted and rejected.
