21 - General Duties

No one may drive or attempt to drive a vehicle when they are in such a condition that they cannot be considered fit to drive safely, whether this is due to being under the influence of alcohol or any other intoxicating or sedative substance, or because they are ill, weakened, tired, fatigued, or for any other reasons.

The Ministry may issue regulations regarding driving and rest periods, the use of tachographs, working hours, and working conditions for drivers, groups of drivers, other workers within road transport, and contracting parties in transport assignments. The Ministry may also issue regulations regarding the obligation to register information as mentioned in the first paragraph, regarding vacation and sick leave, and regarding the storage, downloading, storage, submission, and control of this information and the access of control authorities to businesses, vehicles, and control equipment. The Ministry may also issue regulations concerning fees for the issuance of tachograph cards.
