8 - Conditional Parking for the Public
The King may issue regulations regarding the parking of vehicles that is done for payment, with time restrictions, or under other conditions, taking place on roads open to public traffic (conditional parking). The King may also issue rules for enforcing conditional parking on roads not open to public traffic, and for enforcing parking restrictions on private roads and outside roads. The regulations may cover:
a. Requirements for businesses offering conditional parking, such as notification, registration, insurance, and the nationality of the operator
b. Training requirements for enforcement officers
c. Requirements for parking areas, including signage
d. Supervision and reporting obligations, penalties for violations, and fines for monitoring parking businesses
e. User-friendly payment solutions
f. Exemption from fees for disabled parking permit holders
g. Exemption for electric and hydrogen-powered vehicles from fees and charging options
h. Control sanctions and liability between the driver and owner
i. Conditions for vehicle removal and storage, notification requirements, and sales of removed vehicles
j. Universal design and special provisions for disabled parking
k. Municipalities' rights and obligations regarding parking on public roads
l. Creation of a central register for parking businesses and permits for disabled parking.
The King may also regulate municipal access to reserve parking for residents or individuals with specific needs. Further regulations may address complaints about imposed penalties, the organization of the complaints process, and how appeals are handled.
