6 - Speed Regulations
The driver of a vehicle must adjust their speed according to the location, weather, visibility, and traffic conditions so that no danger arises and no inconvenience is caused to others, and so that other traffic is impeded or disturbed as little as possible. The driver must always maintain full control of the vehicle.
Unless another speed limit is set by public traffic signs, in built-up areas, the speed must not exceed 50 km/h, and outside built-up areas, it must not exceed 80 km/h. The Ministry may delegate authority to the Norwegian Public Roads Administration or, by regulation, give the police or municipalities the authority to decide whether an area should be considered a built-up area under this law, and to establish the boundaries for that built-up area.
Traffic regulations issued under ยง 4 and signage regulations issued under ยง 5 may specify further provisions on speed limits, including lower speed limits for specific groups of motor vehicles and lower speed limits, for specified or unspecified times, also for environmental reasons.
The Ministry may issue special regulations on speed limits for areas off the road or on roads closed to general traffic.
The Ministry may, as a trial measure, set lower general speed limits than those determined in the second paragraph for specific areas and/or for specific times.
The speed limits do not apply to competitive driving, training for competitive driving, or other organized driving events that, with the permission of the Norwegian Public Roads Administration, are held on a designated track or road closed to all other traffic. The Norwegian Public Roads Administration may impose conditions in the permit in accordance with the purpose of the law.
